This from a NYT article today about Post-Partum Depression:
Ten to 20 percent of women experience a serious depression within weeks or months of giving birth, but fewer than one woman in five is treated for it.Having studied mathematics at Berkeley, I can tell you that ten to 20 percent is, in fact, fewer (or equal to) than one in five. So that seems good.

See, the way I understand it is that 'less' works with nouns that are, like, well, non-discrete entities. However, even though it's only one woman, that woman is still discrete, and so still gets 'fewer'. Because you would say 'fewer than three women in five', so it makes sense to me that it's also fewer than one.
